Port of Spain, Trinidad and Tobago – July 2, 2025 – Dr. Keith Nurse, President of the College of Science, Technology and Applied Arts of Trinidad and Tobago (COSTAATT), delivered the keynote address on June 30th, 2025, during the opening day of the 4th International Conference on Financing for Development. The conference was held from June 30 to July 3, 2025, in Seville, Spain.
Dr. Nurse’s presentation took place during the session titled “Innovative Initiatives for Climate Finance: Reshaping Climate Finance Architecture for Latin America and the Caribbean,” hosted by the EU-LAC Foundation.
In his remarks, Dr. Nurse underscored:
- The urgent need to scale up climate-related investments to protect vulnerable economies and communities across the region;
- The promise of innovative instruments—such as green bonds, climate-resilient debt clauses, and mechanisms under the Paris Agreement—to unlock much-needed capital;
- The importance of regional cooperation, capacity building, and equitable access to financing tailored to local development priorities.
The broader conference brought together policymakers, multilateral banks, foundations, and development partners to explore new strategies to strengthen tax systems, leverage public development banks, and reimagine financing frameworks aligned with the Sustainable Development Goals.
